How will I know when I will get a pay increase?

Currently we have a pay plan that consists of pay grades 10-38. We are moving to a new pay plan developed by MGT, which consists of pay grades that are numbered 11-47. All employees affected in this first phase will be notified by letter of the new salary ranges for their pay grades. At that time if your salary is below the new minimum, you will be advised of your new salary amount.

What if I am not getting an increase?

All employees will be provided a letter advising them of their new pay grade and the associated salary range that has been proposed by MGT. Additional phasing in of pay grades beyond the new pay grade 16 will be done over a three year process as monies are available.

Why can’t you move everyone up to the minimum of the new pay ranges as determined by MGT?

While we wish we could move everyone up to the new minimum pay ranges at one time, we are limited by the amount of money we have available.

Did the state give VSU extra money to make these pay adjustments?

The state did not provide extra money.

Where did the money come from to increase the salaries levels to the new pay grades 11 through 16?

The money to make these adjustments came from money that was generated through enrollment increases. As enrollment rises, the state gives us an amount of the tuition monies that are generated.

Instead of building a new residence hall, why can’t you use that money and put it towards salaries?

There are two types of money the university can use. They cannot be mixed.

The monies that are used to make improvements to the university, new buildings landscaping, etc are in restricted accounts that can not be transferred to salaries.

The money that is used for salaries is long term money. Salary money must be on going. Month after month, year after year you need to be paid. This type of money is given to us by the state and is limited. It includes the tuition money mentioned previously.

How long is it going to take before I see an increase in my base salary, exclusive of merit?

It depends on your title and pay grade. With the money we have available this fiscal year, the decision has been made to touch those employees who are in the new MGT designated pay grades numbered 11 through 16 since these are the lowest level pay grades and encompass a wide variety of employees from Custodial Workers to Senior Secretary. Everything we can do in the next phase is based on the money that we receive as our enrollment rises.

What information was used to determine these new salary levels?

The proposed salary ranges for the pay plan are the result of a market review of data from the Georgia Department of Labor (GDOL) and the College and University Personnel Association (CUPA). The CUPA data includes 103 peer institutions covering the national, statewide, athletic and medical recruitment markets. The GDOL data reviewed Lowndes County and the contiguous counties of Brooks, Cook, Berrien, Lanier and Echols and covered the local and skilled trades’ recruitment markets.

Are new hires going to make the same as someone who has been here already?

The new pay grade minimums for the new pay grades 11 through 16 will not be in effect until July 1, 2007. This will allow a 6 month difference in time for those who are hired in at the new rate of those pay grades versus those who are currently employed and will help to alleviate some of the compression issues. Changes to the new MGT pay grades 17 and beyond will be effective with each new phase in the process.

How will the issue of salary compression be addressed in the MGT model?

As we have more funding available to make adjustments, we will be moving more employees who are below the minimums of the new pay grades. However, until we get to each pay grade there will be some incidents of compression.

How will the possible minimum wage adjustments being suggested by Congress affect the MGT model or what adjustments will need to be made to it?

This will not affect the MGT model. Should this be passed, the starting salaries for any pay grades below the designated amount will be increased and any employees making salaries below that amount will have their salaries adjusted.

Will the actual data be released or made available.

All employees will receive a letter showing the proposed pay grade and proposed minimum pay range for their title.

Employees (165) in the new pay grades for 11 through 16 who are below the new minimum pay ranges will receive a letter advising them of their salary adjustments.

MGT has made recommendations regarding moving employees to different pay grades based on their job duties. Some employees may have title changes and salary increases; some employees may only have title changes. These employees will also be notified by letter. This information will not be made public as it is confidential to the employee.

If I am not one of the 165 people in the new pay grades 11 through 16, how long do I have to wait for an adjustment?

This is a long term project. Some adjustments will not be seen for possibly up to three years. As explained in a previous question, VSU has not been a given any additional money for this project, should enrollment drop or any budget downturn occur, the project will be affected.

Did the study include any need for jobs being reclassified and if so, when will that be done?

Yes it did. Those positions that were requested to be reclassified last year and placed on hold pending the MGT study will be addressed during this first phase.

While technically not reclasses as defined by the University’s policy and procedure, MGT has made recommendations regarding moving employees to different pay grades based on their job duties. Some employees may have title changes and salary increases; some employees may only have title changes. These changes will be phased in as each new pay grade is touched over the course of the multi-year project

Will those affected in the next phases have their salary adjustment amde retroactive to January 1, 2007?

No,only those in the first phase were made retoractive to that date. Because we do not know how much money will be available to us to make future adjustments we are unable to provide any dates at this moment.
