THE COUNCIL OF STAFF AFFAIRS

Minutes of October 11, 2005

1)         Call to Order:

Chair Bobby Flowers called the meeting to order at 9:05 a.m. in the BioChem Building Conference room 3^rd floor.  Members present: David Bennett, Denise Bogart, Alice Carter, Bobby Elston, Steve Fesler, Bobby Flowers, Mike Hamm, Ann Holland, Mike McKinley, Beverly Sharpe, Patrick Smith, Angela Steele, and Tim Yorkey.  Members Absent: Sharon Butcher, Honey Coppage, Stanley Jones, Bob Lee, Marshall McLane, Trisha Taylor, Shana Yorkey and Gerald Winningham.  Quorum attained.  Proxy sent by Diane Guess

2)         Special Orders of the Day:

a)  Committee Assignments – Tim Yorkey passed out the COSA   Committee Listing.  The list will be updated by our next COSA meeting.

b)  COSA Goals- Tim Yorkey passed out the COSA Goals.  The members reviewed the goals and decided to table sick leave until we receive information from the Board of Regents; the Walkway Committee will handle the retirement walkway; COSA on the Move will publicize existing social areas on campus that are currently available for staff use; Environmental Committee will assist with implementing the smoking policy; and Benevolence Committee will assist in times of emergency or crisis.

3) Approval of the Minutes from September 13, 2005:  minutes were approved with one correction.  Bobby Elston was present at the 9/13/05 COSA meeting.

4) Approval of Treasurer Reports from September 13, 2005:

Tim Yorkey gave the financial report for Shana Yorkey.  The beginning of September balance of the Fund 10 Discretionary account was $2,312.39.  Digital camera -$229.98, Posters -$13.00; Estimated balance after Pending Activities- BBQ Posters $30.00, August COSA minutes posters-$13.00, Staff Day T-Shirt order forms-$30.00; VSU Foundation-Discretionary –September Financial Activities-BBQ $2571.25, Returned checks-$42.00 & $18.00; September Ending balance is $14034.66.  Financial report was motioned and second.

5) Standing Committee Reports

            a)  Membership Committee – Bobby Flowers

                 1)  Employee of the Semester – David Bennett

                 2) Elections – Mike McKinley

b)  Staff Appreciation Day Committee – Tim Yorkey stated vendors need                      to be contacted.  A contributor’s list was passed out.

c)  Welfare Committee – Tim Yorkey

                   1) Retirement Walkway/Luncheon- Chair: Bobby Flowers

                        The Retirement Walkway Committee will meet this month.

2)      COSA-On-The-Move Committee- Tim Yorkey

Bobby Flowers will check on discounted tickets for all staff for the game.

3)      Staff Development Committee – Tim Yorkey –No Report

a)      Staff Luncheon

1)      Service Pin Awards

4)      Benevolence – Shana Yorkey –Two deaths were reported.

6)   Miscellaneous Reports         

a)  Faculty/Staff Campaign – Patrick Smith states contributions are below compared to last year.

b)  State charitable Contribution Campaign – Bob Lee /Bobby Flowers said there was a Team Captain breakfast.  The resources are very low.

c)  Parking Appeals Report for September –Michael McKinley reported

            276 tickets were given out, 111 upheld, and 165 dismissed.

7)   Report from the Chair

a) Academic scheduling/Procedures

    1. Holiday Scheduling – Bob Lee –working on 2007 and 2008 calendar

b) Faculty Senate- no report

c)  University Planning Advisory Council – To become University  Council-

      Tim Yorkey

                 a) Sick Leave Bank –Dr Bogart – Table until we hear from Board of Regents

a)  Communication Survey –Bobby Flowers sent out emails to see what others have said

b) January 2006 Meeting-Bobby Flowers suggested we cancel the Executive & COSA meeting in January 2006.  It was agreed.

c) Visitation Day is October 29^th
