Mission Statement of COSA
1. Study Staff Concerns.
2. Recommend to the President policies and procedures related to classified personnel.
3. Create a forum for two way communication of ideas.
4. Develop a systematic means for communicating specific actions and feedback concerning all matters considered by COSA.
5. Facilitate the development of job and supervisory skills, compensation, benefits, and welfare of staff employees, classified and non-classified.

The intent of USGSC is to advance the mission of the system a whole and to promote and foster the welfare of system staff through the collective creativity of representatives from each system institution. VSU COSA has been a member since 1996
- VSU COSA will designate 2 reps each year to attend USGSC functions.
- The COSA Chair will serve as the primary contact for USGSC
- The COSA Chair and Chair-Elect will serve as designated representatives of VSU to USGSC functions.
- If the COSA Chair or Chair-Elect are unable to attend USGSC functions the Chair will appoint alternative reps from a list of COSA volunteers.
Executive Committee
- •Chair •Chair-Elect •Secretary •Treasurer •Parliamentarian •Public Relations Officer •Immediate Past Chair •Ex Officio members of COSA
Executive Committee Duties
- Meet monthly throughout the year
- Empowered to act as executive body of entire COSA membership in cases needing urgent action.
- Will consider and refer to the appropriate committee any issue that affects the general welfare of the staff.
- Will receive and prepare agenda items for COSA
Exec. Committee – Prepare Agenda
- Items received from President of university
- Items received from COSA committees unless Exec. majority vote refers item (s) back to the committee
- Items received from staff representatives
- Items received from any other person or group
