Members present: Debi Parkhill, Sandra Denson, Holly Decker, Nina Windham, Pat Rozier, Hilda Spell, T.R. " Cat " Decker, Sammy Dees, Ann Farmer, Ruth Salter, Beverly Sharpe and Hilda Spell.

Guest: Dr. Louis Levy, Dr. Bobby Blake, Terry Morton, Kimberly Godden, Charles Steward, Yvonne Folsom, Wes Sumner, and Kimberly Ballard.

Members excused: John Anderson, Inman Grimsley, Ann Harris, Ann Lacey, and Shirley McClain.

The COSA meeting was called to order at 8:40am.

Special Order of the Day: Employee of the Semester winner is Ms. Frances Williams, who couldn't attend because she is in the hospital. She will be presented with the $100.00 check from Dr. Bailey and the special parking decal for the semester. Dr. Levy talk about Ms. Frances' dedication to her job and her friendly attitude toward everyone. He also mentions that all the staff members working, as a team is a vital part of the University. He said it was a joy to see someone like her on the campus and she is a credit to all of us. He then presented Kimberly Godden, Larry Sellars (who wasn't present), Charles Steward, and Terry Morton with their certificates. They all went with Wes Sumner to have their pictures taken for the Trailblazer.

Approval of Minutes: The July 13th minutes were approved.

Committee Reports

Elections- Holly Decker is the new Chair of this committee. Holly reported that there would be nine COSA positions up for election in April 2000. Each committee member will be given an area to up date. Anyone interested in filling these positions contact Holly by email (hmdecker@valdosta.edu).

Employee Recognition- Special order of the day. Holly Decker is the new Chair of this committee.

Policies /By-Laws Committee- No report.

Welfare- Hilda Spell reported that Dr. Bailey sent a letter of approval for the Retiree Walkway to be put at the new Science/Biology building. Now we are waiting for when the walkway will be completed so that we can plan a ceremony for the laying of the first bricks for the retirees. A meeting of this committee will be held at Physical Plant at 3:00pm on Tuesday, August 17th.

Recycling- No report.

Salary Study- Debi Parkhill will have a meeting of this committee Thursday, August 12th at the Dogwood Room/University Center at 10:00am.

Reports from the Chair: Debi Parkhill reported that we, the executive members, meet with Dr. Bailey so that he would know who we are. Dr. Bailey helped point us to the right people to help us with the Salary Study. We told him about the Staff Day event we are planning and he was very pleased with the plans we are making. He is helping with getting cups for the event. Staff Day, October 1, 1999, information can be found on the COSA web page. Ann Lacey is heading this event and anyone can contact her with ideas or if you would like to help at the event.

Debi reported that Gloria Tonsil is no longer employed at VSU and she has resigned from COSA. She will be missed.

Old Business

The University System of Georgia Staff Conference information can be found at http:// www.gcsu.edu/staff. Every staff member at VSU is encouraged to go to this conference which will cost $30.00 and will be held on Friday, October 15, 1999 at Milledgeville, Ga. It will be a learning and fun event. Any COSA member who wants to attend this conference needs to fill out the registration form and send it to Nina Windham before August 25, 1999.

New Business

Sandra Denson will be the extra representative for the Parking Appeals board, which is held every Wednesday at 2:00pm at the Parking and Transportation office.
