The College of Education Executive Committee met on Thursday, September 14, 2000, at 8:30 a.m. in the Conference Room in the Education Center with Dr. T. Reed presiding. Members present were: Drs. McGahee, Ducharme, Gunter, Langford (for Atterbom), Siegrist, Gibbs, Swank, Price, Brashier (for Corbin), Bauer, M. Reed, and Ms. Roberts.

Dr. Swank moved approval of two curricular changes from the Department of Music; the motion was seconded by Dr. Price. MUE 2000 was changed from a one-hour course to a two-hour course; MUE 3600 was changed from a three-hour course to a two-hour course. The motion was unanimously approved.

Dr. T. Reed asked Dr. Swank to report on the "Business to Teaching" project; a meeting about this issue will be held on Thursday, September 21, at 10:00 a.m. at Macon State University. Dr. Swank explained that this project was a part of the teacher quality enhancement grant. Dr. Swank stated that the primary focus will be on alternative certification methods for people who have strong content backgrounds, but no teacher education backgrounds. Web-based courses will be a major delivery method. The project will focus on the following areas: Business/Vocational Education, Mathematics Education, Science Education, Special Education, and ESOL. These are the teaching areas with the largest number of teacher shortages. Dr. McGahee stated that he had received information about this meeting from the University of Georgia and that he had already asked Dr. Charles Backes and Ms. Iris Ellis to attend. Dr. T. Reed stated that he felt that this was ample representation for the COE; he asked Dr. McGahee to please ask Dr. Backes and Ms. Ellis if they would come to the Executive Committee after the meeting and provide a summary.

Dr. T. Reed announced that Bobby Watson and Paul Worth would be changing the computer hubs on the first floor of the Education Center on Saturday, September 16. Any Saturday classes which use computers and meet on the first floor should make arrangements to meet on the second floor.

Dr. T. Reed asked Dr. McGahee to report on the work of the Technology Liaison Committee. Dr. McGahee stated that KSPE, EDL, and part of the ECRE faculty had their computers; the remainder of the ECRE faculty and part of the PSYC faculty will get their computers today. Dr. Siegrist expressed a need for technical support in the COE for Outlook, which is a part of the Office 2000 suite. Dr. T. Reed responded that he would ask Michael Young, who works with Bobby Watson, to attend some training workshops through the Microcomputer Support Center so that the COE could provide technical support for Outlook. Dr. McGahee also announced that new screens had been ordered for Rooms 265, 267, 271, and 272. Dr. T. Reed asked how the "double dipping" for locking doors was working. Generally, the response was that it worked all right; however, Dr. McGahee did note that students going in and out of the lab in Room 120 was a distraction for classes meeting in Room 122. Dr. T. Reed replied that he would see if a different locking system could be used for Room 120.

Dr. T. Reed provided a list of faculty who should apply for tenure this year. They are: Barbara Stanley, Chuck Talor, Sue Worth, Ann Adams, Les Dalton, and Howard Wilson.

Dr. T. Reed reviewed the tenure and promotion guidelines which the COE will use this year. Dr. T. Reed only wants the information requested on the Personnel Action Form (Promotion and Tenure), which is located on the COE homepage. The only documentation he wants provided is copies of the department head's evaluations for the last five years. If departmental Personnel Committees or department heads want to review additional documentation, they may request it. Dr. T. Reed plans to have informational meetings for faculty applying for promotion and/or tenure within the next two weeks.

Dr. T. Reed reminded department heads to give him position announcements for replacement and/or new positions by tomorrow (Friday). These announcements should be accompanied by rationale statements.

Dr. M. Reed distributed an NCATE timeline for next year. She also announced that course/instructor evaluations will be distributed to department heads within the next two days.

Dr. T. Reed discussed a Board of Regents' meeting he attended on Tuesday. The meeting dealt with Dr. Portch's presentation of the BOR's FY02 budget with an initiative ($5 million) for teacher education. The primary focus will be on three areas: interrelated early childhood programs, principals, and secondary education. The general movement seems to be toward having secondary teachers having a major in their content fields. A great deal of discussion at the meeting centered around the abolishment of majors in broad-field science and social studies and toward majors in the individual areas (e.g. physics, history, biology, etc.).

Dr. M. Reed distributed draft copies of a survey being developed to be sent to 225 area principals; the survey will ascertain the principals' opinions of the performance of VSU teacher education graduates.

Dr. T. Reed led a discussion of the COE conceptual framework. Dr. T. Reed explained that the ten INTASC principles which are currently being listed on all COE course syllabi are really not a conceptual framework. A conceptual framework must focus on 4-5 general strands, (e.g. technology and subject area knowledge), which will define our graduates. We must be able to identify activities in our program which show that these strands are taught, and we must be able to assess our students' competence in these strands. The Executive Committee will not meet for the next two weeks; during this time, Dr. T. Reed asked that the committee members get together and begin to identify these essential strands. Dr. T. Reed emphasized that these strands should apply only to teacher education programs; they are not necessarily applicable to other programs such as Psychology, Sports Medicine, Administrative Services, etc.

Dr. Bauer distributed a copy of "Two Georgias"; this handout examines local demographics.

Ms. Roberts announced that the spring semester schedules will be available either the last week in September or the first week in October. Pre-registration will be October 16-November 17.
