The College of Education Executive Committee met on Tuesday, December 14, 1999, at 8:30 a.m. in the Conference Room in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Ducharme, Dixey, Cary, T. Reed, Siegrist, Swank, Rimington, Price, Bauer, Atterbom, Gunter, M. Reed, and Ms. Roberts. Guests: Drs. Kasper, Cunningham, and Livingston.

Dean Toth congratulated Drs. Siegrist and Gunter on the compliments they received at yesterday's Academic Committee meeting on how well their program revisions were done.

Dr. Atterbom moved approval of revisions in the undergraduate program in Exercise Science; the motion was seconded by Dr. Swank. Dr. Kasper explained the program revisions and answered questions. The program title is being changed from "Health Fitness" to "Exercise Science." Some suggested changes: Course title abbreviations may be up to 30 characters and spaces, program changes should be in bold print on the program change sheet, contact hours must be revised, and several other editing suggestions. Dr. Kasper explained that these program changes will meet the program outcomes recommended by the American College of Sports Medicine, the accrediting body for this major. Dr. Kasper also noted that this program would undergo an on-site visit. Ms. Roberts cautioned Dr. Kasper that the program has a three-hour elective in math or science listed in Area F and that students would have trouble finding a three-hour course in these areas; most of these courses are usually four-hour courses. The motion was unanimously approved.

Dr. Atterbom moved approval of two new courses from the Department of Kinesiology and Physical Education--KSPE 1360 (Special Topics: Physical Activities) and KSPE 1022 (Advanced Weight Training); the motion was seconded by Dr. Swank. Dr. Price noted that the 1360 number was already used in KSPE; Dr. Atterbom agreed to change the number to 1380. She also suggested revising the course description; Dr. Atterbom agreed. The suggestion was also made to revise the course description for 1022. After a few other editorial changes, the motion was unanimously approved.

Dr. Bauer moved approval of program changes in the M.Ed. program in School Counseling; seconded by Gunter. Dr. Cunningham was available to answer questions. Dr. Bauer explained that all of the suggestions made at last week's meeting had been incorporated. The LEAD 7210 course (Ethics and Law) has been reinstated as a program requirement; the Orientation to Counseling course was reduced to a two-hour course in order to accommodate this change. A number of the course prefixes were changed from "PSYC" to "SCHC." A few other revisions were made in course descriptions. The motion was unanimously approved.

Dr. Siegrist moved approval of the cooperative doctoral program between VSU and Columbus State University; Dr. Bauer seconded the motion. Dr. Livingston was available to answer questions. Dr. Price suggested that the course description for LEAD 9000 be revised. Dr. Price also expressed concern that the program outcomes were not performance based. Dr. Siegrist agreed to make these changes. After a few other editorial suggestions, the motion was approved by a vote of 13 in favor, 1 opposed, and 1 abstention.

Dr. Siegrist moved approval of changes in the course descriptions for RSCH 9840 and RSCH 9860; the motion was seconded by Dr. Price. The requested change was to delete the prerequisites for both of these courses as they are no longer taught sequentially. A few suggestions were made for revisions in the course descriptions. The motion was unanimously approved.

Dr. Price moved approval of revisions in the M.Ed. program in Instructional Technology; the motion was seconded by Dr. Bauer. These proposed changes had been overviewed at last week's meeting. Dr. Price noted that all suggested changes from last week's meeting had been incorporated. The motion was unanimously approved.

Dr. Cary moved approval of revisions of graduate courses used in the Master of Art Education program; the motion was seconded by Dr. Bauer. It was noted that some of the course title abbreviations were too long. Also, some suggestions were made for revising the course descriptions. The motion was unanimously approved.

Dean Toth announced that Dr. Benjamin had made it clear at yesterday's Academic Committee meeting that no college "owned" the university core curriculum. Any college may submit a course to be considered for addition to the university core curriculum. Dean Toth asked Dr. Bauer to complete the necessary form to request that PSYC 2700 (Human Growth and Development) be added to Area E of the university core curriculum.

Dr. Ducharme requested that the prefix for CIED 2000 (Survey of Educational Concepts) be changed from "CIED" to "EDUC." Dr. McGahee stated that since all of the other education "core" courses (BVED 2400, PSYC 2700, and SPEC 3010) had the prefixes of their home departments, Dr. Ducharme should use the prefix of "MSED." Dr. Ducharme agreed and this suggestion was approved by a vote of 14 in favor and 1 opposed. The course will be MSED 2000 (Survey of Educational Concepts).

Dr. Gunter requested that the course number for SPEC 3010 be changed to SPEC 2000; this course will be moved to Area F. The request was unanimously approved.

Dean Toth discussed a luncheon meeting he had yesterday with Dr. Bailey and Dr. Benjamin. Dr. Bailey suggested that we offer more education programs at Kings Bay. Dean Toth explained the problem of offering education programs to military students, such as field experiences, student teaching, etc. Dean Toth explained that there is already an oversupply of teachers in early childhood and that for us to take the program off campus would be in opposition to the Board of Regents' principle dealing with teacher supply and demand. Dean Toth, Dr. Bailey, and Dr. Benjamin will attend a meeting Friday at Kings Bay to discuss program offerings at that site.

Dean Toth reminded committee members to be at his house by 5:00 p.m. on Thursday.

Dean Toth reminded department heads that original, corrected copies of all course/program revisions had to be turned in to him by December 20.

Dean Toth announced that the Teacher Education Council would meet today at 4:00 p.m. in the Conference Room in the Special Education and Communication Disorders Building.

Dean Toth reported on a meeting he attended yesterday with Dr. Levy, Dr. Benjamin, Dr. Milbrandt, and Dr. Dasher dealing with the future of the Center for Teaching and Learning. David Graf will leave his position as director of the center next week. Dean Toth feels that the center will not be closed but that it will need to take a different direction under new leadership in order to be effective.
