The College of Education Executive Committee met on Thursday, August 31, 2000, at 8:30 a.m. in the Conference Room in the Education Center with Dr. T. Reed presiding. Members present were: Drs. McGahee, Ducharme, Gunter, Gerber, Atterbom, Siegrist, Bauer, Price, Swank, Gibbs, and Ms. Roberts. Guest: Dr. Hertzog.

Dr. Hertzog provided an update on the P-16 initiative. She explained that P-16 is an initiative between the Board of Regents, the Department of Technical and Adult Education, and the Department of Education to work together to improve education in Georgia from pre-school through the postsecondary level. Dr. Hertzog explained that two of

P-16's primary areas are: (1) alignment of curricular standards at all educational levels, and (2) improvement of teacher quality. As part of the first emphasis area, she explained that one current P-16 project is PACTS (Performance Assessment for Colleges and Technical Schools). PACTS is an alternative admissions system, designed in a standards-based format, which will be used to assess student readiness for postsecondary education. It is a way of determining student readiness for postsecondary education other than just standardized test scores (SAT). Valdosta State, Georgia State, Armstrong Atlantic, and Fort Valley State are currently working on the PACTS project.

As part of the second emphasis area, improving teacher quality, Dr. Hertzog explained that P-16 is working with the school systems of Cook County, Grady County, Lanier County, and Valdosta City. Thirty teachers from these school systems have received a variety of professional development training, such as TSS training and technology-based support for early childhood. The focus of improving teacher quality is to impact on student learning.

A workshop on "Impacting Student Learning" will be held on September 27-29 in Atlanta; the speaker will be Dr. Dale Schalock. A second workshop on "Classroom Evaluation" will be held October 9-11 in Athens. Dr. Hertzog reported some other activities planned for P-16 this year: help teachers prepare for National Board certification, increase discussion with two-year institutions about teacher education, and expand the number of partner schools.

Dr. T. Reed emphasized to Dr. Hertzog the need to integrate the P-16 initiative into our COE programs.

Dr. McGahee moved approval of a motion to change the name of the Department of Vocational Education to the Department of Adult and Career Education; Dr. Bauer seconded the motion. After short discussion, the motion was unanimously approved.

Dr. T. Reed discussed the issue of faculty load for faculty serving on doctoral committees; he has discussed this issue with Dr. Levy. After discussion, Dr. T. Reed moved approval of a motion that "the COE would pilot the faculty load credit for doctoral chair and research committee assignments for the fall and spring semesters for the academic year 2000-2001 with one hour of credit for each committee chaired and one hour of credit for each two research committee responsibilities." No faculty member will be allowed to just serve on committees and not teach, and no load credit for committee service will be given during the summer semester. Dr. Price seconded the motion. The motion was unanimously approved. Dr. T. Reed asked Dr. Gibbs to chair a committee to evaluate this model at the end of the spring semester. Serving on the committee with Dr. Gibbs will be: Drs. McClung, L. Wiley, Fenster, Zahner, and Lee. Dr. Bauer noted that it will be extremely difficult to cover all classes when faculty are given load credit for committee service.

Dr. T. Reed reviewed the list of faculty from each department who are required to undergo pre- and post-tenure review this year. They are: CAIT--Recesso (pre-tenure) and Price (post-tenure); ECRE--Dallman (pre-tenure) and McDougal (post-tenure); EDL--Bruner, Davis, and Schmertzing (pre-tenure); KSPE--Atterbom and Maina (pre-tenure); PSYC--Schliecker and Whatley (pre-tenure) and Hummel (post-tenure); SPED--Backes (pre-tenure); VOED--Griffin and Moore (post-tenure).

Dr. T. Reed plans to request that VSU advertise to fill four positions in January which are currently vacant in the COE. These positions are in the following departments: KSPE (1), MSED (1), ECRE (2). Dr. T. Reed asked Drs. Gibbs, Ducharme, and Atterbom to work with their departmental Personnel Committees to write ads for the CHRONICLE OF HIGHER EDUCATION for these positions. These ads should be submitted to him via e-mail by September 14.

Dr. T. Reed asked all department heads to submit position announcements and accompanying rationale for replacement positions and new positions to him by September 14. These ads should be submitted via e-mail, and they should be designated as either for replacement positions or new positions.

Dr. T. Reed announced that the COE Conceptual Framework would be discussed at next week's meeting.
