EXECUTIVE COMMITTEE

The College of Education Executive Committee met on Thursday, April 5, 2007, at 8:30 a.m. in the COE Conference Room (Room 235) in the Education Center with Dean Gunter presiding.  Members present were:  Drs. McGahee, Stanley, Galeano, Lee, Corbin, Gerber, Hilgert, Martinez, Hull, Leech, Bauer, Mr. Pearce, and Ms. Roberts.  Guest:  Dr. Judd.

Dr. Hull reported on her recent trip to the Czech Republic; she was accompanied by Drs. Shirley Thompson and Nanci Scheetz.  They presented at the Special Education Conference in the Czech Republic and had an opportunity to meet with a number of faculty members from the Czech Republic, Russia, and Poland.  During the visit, they were able to develop some timelines for research projects with four faculty members from the Czech Republic.

Dean Gunter reported on items which had been discussed at the deans' council meeting held yesterday:

  • The city of Valdosta has notified the university that two new traffic lights will be installed on Patterson Street in the near future:  one at the university's main entrance and one at College Street.
  • The budget process is complete for the year; any funds left over in departmental budgets or in college budgets will be moved to the Academic Affairs budget. 
  • Department heads should not disseminate raises to faculty members until they receive notification from Dr. Levy's office.  Dean Gunter reminded department heads that all faculty raises should be entered into the budget system by next Tuesday.  Any individual faculty merit raise of 4 percent or higher must be accompanied by a written justification and by a copy of that faculty member's annual evaluation.
  • Nine university faculty members have received grant funds to develop on-line courses; three of the nine are from the College of Education:  Drs. Hilgert, Heckaman, and Dixey.
  • Faculty packets for the annual 'Faculty Excellence' awards are currently being reviewed by the University Honors Committee.  Dr. B. Hull, as chair of the COE Scholarship and Honors Committee, is a member of the university committee.

Dean Gunter discussed one of the current BOR initiatives; that is the development of on-line MAT and M.Ed. programs.  The BOR is going to use a 'franchise model.'  The BOR will provide the funding for the start-up costs of the franchise, and the BOR will be 'paid back' by tuition costs.  For example, an institution (or a team of institutions) may apply to be the provider for a specific on-line degree program for the state.  If an institution (or team of institutions) is awarded the franchise for this degree program, no other state institution would be allowed to offer this same program on-line.  Dean Gunter asked department heads to talk with their departmental faculty about whether or not they have programs in their departments that they would like to provide in this manner.  No information is yet available about how long a franchise will be in effect or what the cost of courses provided in this manner will be, although they will be more expensive.  Dean Gunter will provide further information about this initiative as it becomes available.

Dr. Galeano distributed a handout about a teacher quality grant she has received to provide the opportunity for in-service teachers to complete the ESOL endorsement this summer in Guadalajara, Mexico.  This is an intensive program in which teachers live with Mexican families and do intensive field work at an English Language Institute and in summer camps for indigenous children on the outskirts of Guadalajara. 

Dean Gunter noted that a final decision had to be made about the procedures the COE wants to use for the graduation ceremony.  After some discussion, the following decisions were made concerning the COE graduation ceremony:

'        There will be no reception either before or after the ceremony.

'        Graduates will line up in the PE Complex.

'        One person will call the names of graduates during the ceremony.

'        Graduates will line up by program areas.

'        Dr. Adler will present diplomas to COE graduate students.

'        Dean Gunter will present diplomas to COE undergraduate students.

'        There will be no graduation speaker.

'        The university brass ensemble will be used for music.

'        Appropriate flowers/plants will be used.

'        Drs. Zaccari and Levy will provide initial remarks at the ceremony.

Dean Gunter will notify Ms. Ann Lacey of these decisions.

Dr. Gerber announced that the COE has seven faculty senators whose terms expire this year (Drs. Shirley Andrews, Fulton, Hummel, Leech, Ott, Briihl, and R. Schmertzing).  The COE needs to elect replacements by the end of April.  Names of nominees should be sent to Dr. Gerber.  Dr. Gerber will contact all nominees to ensure that they are willing to serve as a faculty senator if elected.  Drs. Scheetz, Brasell, Barnett, Mat Som, Hudson, Leader, Minor, Sanderson, and Browne are currently faculty senators and may not be nominated.

Dr. Lee reminded department heads that data need to be collected in LiveText for advanced programs for the literature review and for activities which show impact on P-12 learning.

Ms. Roberts announced that the 'If I Had a Hammer' house is being raffled off to raise money for the Relay-for-Life.  Tickets are $5 each.  She also passed around a schedule to sign up for a time to walk the track at the Relay-for-Life event on April 13. 

Dean Gunter asked department heads to remind faculty that students should not be negatively impacted by the new Area F changes.  For example, if a student is unable to get into a section of PYSC 3110 which is required in the student's old program, it is appropriate for the advisor to substitute a course for PSYC 3110.

Dean Gunter expressed dissatisfaction with some cases of COE faculty who are not meeting classes at the assigned times, who are not giving final examinations at the assigned times, and who are not keeping office hours according to the COE policy.  He will send out an e-mail addressing these three issues.

Ms. Roberts distributed a proposal for retention and accountability in the COE.  Currently, students must register for the appropriate 2999 course at the completion of 30 hours.  Under the proposal, students would be required to register for 2999 when they first declare a major in education.  Additionally, faculty would be able to assign 'IP' grades to students in 2999 rather than just an 'S' or a 'U' grade.  Ms. Roberts also noted that in the future the university is going to expect more accountability in the advising process.  Using LiveText, it would be possible to require students to complete an advisor evaluation.  Dean Gunter asked department heads to discuss this proposal with their departmental faculty.  The proposal will be considered for approval at the Executive Committee retreat scheduled for June.

Dr. Martinez moved approval of deactivation of the 'Secondary Certification' option of the Bachelor of Applied Science (BAS) program; the motion was seconded by Dr. Bauer.  The motion was unanimously approved.

Dean Gunter announced that the COE re-organization is moving forward.  All changes are scheduled to be implemented by July 1.

Dean Gunter raised the issue of allowing university athletes who are also teacher education majors to use KSPE 1390 (Varsity Athletics) as one of their two required physical education activity courses.  Dr. Griffin distributed a handout explaining how this policy of NOT allowing the use of KSPE 1390 as a required physical education activity course had come into existence.  According to Dr. Griffin, this policy has been in effect for over 20 years.  No decision regarding this issue was made; Dean Gunter noted that the issue may be raised at a future Executive Committee meeting.

Dr. Leech announced that the construction work in the Education Center is approximately ten days ahead of schedule.  It is anticipated that faculty will be able to move back into the renovated area on schedule in July.  The sanding and painting phase will be done in the next couple of weeks.

Dean Gunter announced that some COE faculty members had approached him about the COE sponsoring an Undergraduate Research Symposium.  He has forwarded the proposal to the chair of the COE Research Committee

Ms. Roberts announced that PAGE is sponsoring a basic skills (GACE I) workshop on Saturday in the Education Center from 10:30 a.m. until 5:00 p.m.  So far, 16 students have registered.

Dr. Gerber announced that approximately 80-90 people attended the 'Classroom Management' workshop on March 24.  The workshop received excellent feedback.

Announcements

  • The next Executive Committee meeting will be April 12.
  • Relay-for-Life is April 13.
  • Initiation for Kappa Delta Pi, the Honor Society for Education, will be held on Saturday, April 14, in the Bailey Science Center Auditorium. 
  • COE Honors Night is April 17.
  • Graduation is May 5.
  • ACEI Conference will be held May 2-5, 2007, in Tampa, FL.
