The College of Education Executive Committee met on Tuesday, April 1, 1997, at 8:30 a.m. in the Conference Room in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Ducharme, Ramsey, Gunter, Morgan, Price, Bauer, T. Reed, Dorminey, M. Reed, Monroe, and Ms. Roberts. Guests: Drs. Andrews, Griffin, Casper, Mr. Saucier, and Mr. Tucker.

Dr. Ramsey moved approval of the following degree programs: B.S.Ed. in Health and Physical Education, B.S.H.F. in Health Fitness, and B.S. in Sports Medicine. The motion was seconded by Dr. Gunter.

Dr. Ramsey explained that the B.S. in Sports Medicine would have three options: Option A (Teacher Certification), Option B (Teacher Certification and Internship), and Option C (Intern- shipNo Teacher Certification). Dr. Price asked what the certification areas would be for Options A and B. Mr. Tucker explained that a student would not be certified just by taking the courses listed; that is, additional coursework in a selected certification content area, such as mathematics or broad-field science, would be required to add certification. Dr. Price suggested that a statement explaining this requirement be added to the bottom of the page to inform students that additional courses besides the ones listed would be necessary for certifi- cation. Dr. T. Reed asked if all students in this program would be required to complete some type of internship; Dr. Ramsey replied that they would. Dr. Price asked for clarification on the different internship courses offered. Dr. Ramsey stated that the program had been designed to adhere to the recommendations established by the National Athletic Trainers Association and the Joint Review Committee on Athletic Training Educational Programs. Dr. Ducharme pointed out that some of the course descriptions needed to be revised.

Dr. Ramsey explained that the B.S.H.F. in Health Fitness was based on the guidelines of the American College of Sports Medicine. There were no questions about this program.

Dr. Ramsey explained the changes in the B.S.Ed. in Health and Physical Education. Dr. Price suggested that the internship course be number 4780 in order to be consistent with the internship course number in other departments. Dr. Ramsey explained that he had requested a waiver of the 120-hour limit on bachelor's programs; he had requested that this program be 126 hours long. Dean Toth told Dr. Ramsey that he had just received notification yesterday that this request had been denied by the Board of Regents. Dr. Ramsey will have to revise this program in order to meeting the 120-hour limit. Dr. Ramsey asked that this program be withdrawn from consideration and presented at a later meeting. The other two programs (B.S. in Sports Medicine and B.S.H.F. in Health Fitness) were unanimously approved.

Dr. Ramsey moved approval of the M.Ed. program with majors n Exercise Science (Non-Teacher Certification Track) and Health and Physical Education (Teacher Certification Track). Dr. Morgan seconded the motion.

Dr. Ramsey explained that a professional development seminar (PE 7910) had been added to both tracks of this program. In the Non-Teacher Certification Track, students may concentrate in either Health Fitness or Sports Medicine. Dr. McGahee suggested that the major name for both options be the sameHealth and Physical Education, with the two different tracks being called Teacher Certification Track and Non-Teacher Certification Track. Dr. M. Reed questioned the use of the terminology K-12 rather than P-12 in some of the course descriptions; Dr. Ramsey agreed to make this change. Dr. Ducharme noted that some of the course descriptions needed to be revised. The program was unanimously approved.

Dean Toth noted that Drs. Dorminey, Price, and Ducharme had conducted a workshop for student teacher supervisors. COE faculty who attended the workshop were: Drs. Janet Foster, Brian Gerber, David Hedgepeth, Sharon Kinkade, Sandra Trowell, and Ms. Barbara Stanley. Dr. Price noted that the next workshop would be conducted during Fall Quarter, 1997. Dean Toth noted that NCATE requires that all faculty who supervise student teachers receive training.

Dean Toth distributed the spring quarter part-time faculty rosters. These should be completed by department heads and returned to Dean Toth by Wednesday, April 2.

Dean Toth announced that Dr. Jan Kettlewell had applied for Georgia's admission to the National Commission on Teaching and America's Future and that Georgia had been selected as the 12th partner state.

Dean Toth announced that the COE will select one student to represent VSU for the Dr. Charles McDaniel Scholarship. Nominees must have a cumulative GPA of at least 3.25, be a resident of Georgia, and be a graduate of a public high school. The COE Scholarships and Honors Committee, chaired by Mrs. Mary Alice Griffin, will select the representative from those students nominated. Dean Toth will send nomination forms to each department head.

Dean Toth reported that Ms. Peggy Torrey, Executive Secretary of the Professional Standards Commission, had met with Vice Chancellor Muyskens about the possibility of substituting the Praxis I for the Regents' Test for education majors. Ms. Torrey felt encouraged by the results of the discussion. Dean Toth has written a letter to Vice Chancellor Muyskens expressing his support for this substitution.

Dean Toth announced that he had submitted his recommended raises for department heads to Dr. Benjamin. He will e-mail the department heads their recommended raises for next year.

Dr. M. Reed distributed several handouts: results of a multicultural interview, focusing on undergraduate students; the National Minority Faculty Identification Program Directory; and an outline of a proposed COE syllabi format.

Dr. M. Reed announced that Dean Clark had requested the cover page, listing of courses, and graduate course descriptions for all COE graduate programs. Because Dean Clark wants these items before all of them will have been approved by the COE Executive Committee, Dr. M. Reed will contact her about any changes made by the Executive Committee after each program is approved.

The next topic of discussion was the graduate core. Dean Toth stated that, in his opinion, there were three options for a core: (1) Conditions of Learning, Reset Methodology, and Ethics and Laws, (2) Measurement and Evaluation, Research Methodology, and Ethics and Laws, (3) Issues and Trends in Education (offered by each department), Research Methodology, and Ethics and Laws. Dr. M. Reed noted that the NCATE requirements for graduate programs included: research, research methodology, and issues and trends. Dr. Dorminey noted that the COE Curriculum Reform Committee, which she chairs, had identified four broad outcomes for COE graduate programs. It will be each department's responsibility to develop sub-outcomes under each of these broad outcomes for individual graduate programs.

One of the problems in defining a COE graduate core has been the lack of appropriate coverage of the topic of assessment. Dr. Bauer discussed the content of PSY 7020 - Conditions of Learning. According to Dr. Bauer, PSY 7020 will include coverage of assessment. However, for more in-depth coverage of the topic of assessment, it is his department's recommendation that students take PSY 7030 - Measurement and Evaluation. Dean Toth stated that we could not resolve this problem of the graduate core at today's meeting; this issue will be taken up at the next Executive Committee meeting.

Ms. Roberts thanked everyone for helping with student orientation. She announced that the decision has been made to restrict access to labs for future registrations to those students who have a signed advising sheet.

Dr. Gunter asked if all candidates for positions should be scheduled for a meeting with Dr. Hardee or only whether minority candidates should be scheduled. Dean Toth responded that all candidates should be scheduled with Dr. Hardee if he interviews the minority candidate. It is not necessary to schedule Dr. Hardee but could prove to be very beneficial in recruiting minority candidates.

Dean Toth reported that both Dr. Bailey and Dr. Benjamin had agreed to schedule interview appointments for candidates as late as 5:00 p.m. if necessary. Dean Toth also reminded department heads to be sure that all candidates are scheduled for a meeting with the Personnel Office while they are on campus.

Dean Toth announced that it will be necessary to re-advertise for several positions.

Dr. Ramsey announced that he will send department heads the correct format to use for including Health, CPR, and PE activity courses on their semester conversion proposals.
