The College of Education Executive Committee met on Thursday, September 26, 1996, at 8:30 a.m. in the Conference Room in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Ducharme, Ramsey, Morgan, Gunter, T. Reed, Price, Bauer, M. Reed, Swank, P. Hertzog (for Dorminey), Monroe, Ms. Roberts, and Ms. Teel.
Dean Toth began the meeting by welcoming three new members to the committee: Dr. Lynn Corbin (Music Education), Dr. Paula McNeill (Art Education), and Ms. Christine Cotton (Modern Foreign Languages Education).
Dr. M. Reed discussed the COE Framework for Excellence and the Strategic Plan. Dr. M. Reed stressed the importance of the university's having a strategic plan in place before the SACS visit for the doctoral program takes place. Dean Toth stated that he understood that it was Dr. Benjamin's intention to have one of the new administrative interns be responsible for development of the university's strategic plan. In the meantime, Dr. Bailey has agreed for the Institutional Planning Committee to begin work on the strategic plan. Dr. M. Reed fully explained the COE Framework for Excellence and the Strategic Plan. Dr. Gunter moved approval of these two documents; the motion was seconded by Dr. Morgan. After further discussion, the motion was passed by a vote of 14 to 1.
Dean Toth distributed copies of the timelines for semester conversion given out at the deans' meeting on Wednesday. According to this timeline, all COE curricular changes must be made by May 5. Dean Toth asked Dr. Swank to develop a timeline for the COE departments to use in submitting curricular changes. Also discussed at the deans' meeting was the waiver of the hour limit on the length of programs. New deadlines have been set by the Board of Regents. Waivers for associate's and master's programs are due by October 1; waivers for baccalaureate programs are due by December 16.
Dean Toth reviewed the administrative internship program being established by Dr. Benjamin. There will be a total of five internships. Dr. Pam Hertzog will occupy one of the internships and will be responsible for the P-16 initiative; Dr. Ron Barnette will be responsible for Information Technology. The other three internships have not yet been filled. Dean Toth emphasized that all interested faculty are urged to apply.
Dean Toth discussed the Regents' Distinguished Professor program. One nominee each will be selected from the Colleges of: Arts, Education, Business, and Arts and Science. Additionally, one nominee will be selected from the combined groups of Nursing, the Odum Library, Developmental Studies, and Social Work. The nominee from the COE must be selected by October 1. Discussion focused on how the COE nominee should be selected. A motion was made by Dr. Price, and seconded by Dr. Ramsey, that the COE Scholarships and Honors Committee should be responsible for selecting the nominee. The motion was unanimously approved.
Dean Toth requested the department heads to provide him with input for any topic they would like to be discussed at the deans' meeting. In addition, department heads were requested to submit a list of needed renovations in their departments to the dean's office.
A request has come from the Board of Regents, on behalf of the SREB (Southern Regional Education Board) for a brief description of any "client-oriented" programs at VSU. Dean Toth asked department heads to respond by next week.
The vice president's office has developed a new form on which department heads may request new and/or replacement faculty. These forms should be completed and returned to Dean Toth as soon as possible.
Dean Toth has been approached by the Center for Education Integrating Science, Math, and Computing at Georgia Tech about our willingness to be the lead institution in the state for a Rural Education Grant effort for school improvement from the National Science Foundation (NSF).
The P-16 initiative is progressing. Dr. Pam Hertzog is heading this effort. She will need the support of everyone in the College of Education.
Dean Toth announced that the COE will not get the classroom at the Continuing Education Building which we were originally scheduled to have. Instead, this classroom will be used for the satellite uplink. Dean Toth has requested a meeting with Dr. Benjamin and Mr. Brignati about space needs for the COE. Dean Toth also announced that the Education Center is being re-wired. Most of this work will be done at night; the work will begin on Monday, September 30.
Promotion and tenure materials are due to Dr. Benjamin by December 16; these materials are due to Dean Toth by December 2.
Ms. Roberts will conduct Banner training workshops for new faculty, secretaries, and faculty members needing "review" training. The dates for these workshops will be announced shortly.
Dr. Benjamin has requested that Dr. Crowe, Director of Institutional Research and Planning, identify inequitable salaries on campus. Guidelines to address any identified inequities will be established.
Dean Toth reminded department heads that graduate assistants should be used at a higher level than student assistants. In addition, be sure to treat all graduate assistants equitably. Each department should be sure to have a copy of the Graduate Assistant Handbook; this document is available from the Graduate School.
All COE faculty applications for graduate faculty status must be turned in by Dean Toth to the Graduate School by Friday, September 27. The Graduate Faculty Screening Committee will meet on Monday, September 30. The Graduate Executive Committee will meet on Thursday, October 3.
Dean Toth noted that the COE had quite a few students who were involved in the co-op program; this program is coordinated by Mr. Don Parks. Mr. Parks' office had provided Dean Toth with a list of COE students who held co-op positions.
Dr. Jay Rojewski, of the University of Georgia, will present a workshop on Thursday, October 17, for all COE faculty members who will be involved in doctoral committee work. For COE faculty who cannot attend, Dr. Rojewski's workshop will be videotaped.
The COE department heads will receive an update of changes in the doctoral program by next Monday, September 30. This update will be discussed at the next Executive Committee meeting.
Dean Toth requested that department heads reflect on the impact of continuing faculty salary increases. Particularly, what evidence exists that the 6 percent salary increases have helped the COE to retain competent faculty? Also, what evidence exists that our technology has helped to attract faculty to VSU?
The Board of Regents has lifted the moratorium on new Ed.S. programs.
Dean Toth distributed copies of the minutes of the University System's Academic Vice Presidents' meeting held at St. Simons on August 7.
The Georgia Education Research Association (GERA) meeting will be October 31 through November 1.
Announcements
--Dr. Price announced the list of faculty who had signed up for Teacher Support Specialist (TSS) training.
--Dean Toth expressed his appreciation to everyone who had participated in the COE Opening School Experience (OSE) debriefing sessions.
--Dr. Ducharme announced that a middle grades education major, Ms. Cindy Clark, had received an award from Phi Delta Kappa for the best portfolio.
--Ms. Roberts announced that over 200 students were trained during the COE e-mail workshops.
--Dr. M. Reed distributed copies of the VSU Recruitment Handbook.
