The College of Education Executive Committee met on Thursday, October 31, 1996, at 8:30 a.m. in the Conference Room in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Ducharme, Ramsey, Gunter, T. Reed, M. Reed, Price, Bauer, Gibbs (for Morgan), Monroe, Swank, Dorminey, Corbin, McNeill, Ms. Teel and Ms. Roberts. Guest: Dr. Gary Walker.

Dr. Gary Walker, Superintendent of Valdosta City Schools, was a guest at the meeting. He was representing the United Way. Dr. Walker encouraged department heads to encourage their faculty to participate in the United Way effort. In addition, Dr. Walker outlined the P-16 process as it relates to the Valdosta City School System. Dr. Walker also expressed his support to the COE and its faculty for the support that had been shown to him since he had been named superintendent.

Dean Toth requested that department heads turn in to him the names of faculty members who are serving as research members and chairs of doctoral committees. Dean Toth will request that SPSS be installed on these faculty members' office computers.

Dr. Bauer moved approval of a revised course, PSY 2500Fundamentals of Psychology; Dr. Gunter seconded the motion. This course will be a part of the new university core curriculum. As revised, the course will include a community service component. The revised course description stated that "PSY 2500 is a prerequisite to all other psychology courses." Much discussion followed about this requirement, especially as to how this requirement would affect programs which are already having to reduce required hours because of the 120-hour limit on programs. Dr. Price made the point that, because we cannot require transfer students to take this course, they will be at a disadvantage in higher-level psychology courses. Dr. T. Reed called the question. By a vote of 11-1, the motion was defeated. Dr. Bauer made a second motion that the description be amended to read "PSY 2500 is required for all psychology majors." Dr. Ramsey seconded the motion. The motion passed unanimously.

Dean Toth reminded department heads that Area F's for all programs are due to the majors committee by November 15.

Dr. Reed distributed a list of replacement positions in the COE for next year. An attempt will be made to get these positions advertised in the Chronicle of Higher Education as soon as possible. Dr. Reed is also working on a uniform method for handling the travel expenses of candidates being interviewed for positions. He will discuss this further at the next Executive Committee meeting.

Dr. Price distributed a proposal for a name change for the Department of Secondary Education. The proposed name will be the Department of Secondary Education, Curriculum, and Instructional Technology. This name change will be considered at the next Executive Committee meeting.

Dean Toth announced that, beginning this week, the COE distance learning classes will be taught in the Education Center and not in the Continuing Education Building.

Dean Toth requested that Dr. M. Reed begin to update the COE Adjunct Faculty Handbook. He will meet with her to discuss changes which will need to be made.

Dean Toth suggested that Dr. Monroe consider the possibility of merging her department's Study Abroad Program with the university's Study Abroad Program.

All departments must have their 100- and 200-level courses revised by next Thursday, November 7. Goals, objectives, and outcomes for all COE programs must be completed by January 24.

The Faculty Senate Committee on Committees has recommended faculty members to Dr. Bailey to serve on VSU's Post-Tenure Review Committee. VSU's policy on post-tenure review must be submitted to the Board of Regents by January 31.

Dean Toth circulated a letter from Vice Chancellor James Muyskens congratulating VSU on its positive visits from the American Assembly of Collegiate Schools of Business (AACSB) and the Southern Association of Colleges and Schools (SACS).

Dean Toth reminded department heads that the pay rate for student assistants would increase on November 1.

Dean Toth reminded department heads that the COE's part-time faculty budget for the year was set at $120,000. Just for fall quarter, almost one-half of this amount has been spent. Dean Toth asked department heads for a projected cost of spring quarter part-time faculty for each department.

Visitation Day is scheduled for November 16.

Promotion and tenure materials are due to Dean Toth by December 2. This year, any faculty member who is denied promotion and/or tenure at one level, will have his/her materials sent on to the next higher level for an automatic appeal. Candidates for promotion and tenure should submit two copies of their vitae and cover sheets; there should be no holes punched in these two documents.
