The College of Education Executive Committee met on Thursday, November 7, 1996, at 8:30 a.m. in the Conference Room in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Ducharme, Dorminey, Ramsey, Slate (for Morgan), Monroe, Gunter, T. Reed, Swank, Price, M. Reed, Bauer, Corbin, McNeill, Ms. Cotton, and Ms. Roberts.

Dean Toth distributed the monthly departmental budget reports to the department heads.

Dean Toth reminded department heads of the new check request policy established by the Business Office.

Dean Toth announced that the Kings Bay off-campus program is no longer under the direction of Dr. Cuba McKay. Dr. Nolan Argyle is now the director for the Kings Bay off-campus program. All communication concerning Kings Bay should be directed to Dr. Argyle.

Fall quarter Visitation Day is scheduled for November 16. Family Day is Saturday, November 9.

Nominations are being solicited for the "All USA Academic Team," sponsored by USA Today. Any nominations should be made to Mrs. Griffin in the Vocational Education Department.

Dean Toth distributed copies of VSU's new admissions standards.

Dean Toth announced that visitors' parking spaces are being moved to beside the handicapped parking spaces next to the bridge for easier visibility.

Dr. Price moved approval of the name change for the Department of Secondary Education; seconded by Dr. Bauer. The proposed name is Department of Secondary Education, Curriculum, and Instructional Technology. The motion was unanimously approved.

Dr. Price moved approval of EDG 2000Survey of Educational Concepts (3 hours); seconded by Dr. Ducharme. The motion was unanimously approved. Dr. Price moved approval of EDG 1000Essential Study Skills (2 hours); seconded by Dr. Ducharme. EDG 1000 is a course designed for freshmen who are placed on academic warning during their first quarter at VSU. The motion was unanimously approved.

Dr. Bauer moved approved of PSY 2900Honors Fundamentals of Psychology (3 hours); seconded by Dr. Ducharme. A minor change was made in the course description to delete the phrase "as a prerequisite to other psychology courses." The motion was approved by a vote of 15 in favor, 1 abstention. Dr. Bauer moved approval of PSY 2700Human Growth and Development (3 hours); seconded by Dr. Ramsey. Dr. Price questioned why the name for this course was changed from what was originally suggested, which was "Developmental Psychology." Dr. Bauer explained that it was the opinion of his faculty that "Human Growth and Development" better represented the actual content of this course. The motion was unanimously approved.

Dr. McGahee moved approval of six courses from the Department of Vocational Education: BVE 2000Beginning Keyboarding (3 hours); BVE 1100Introduction to Business (3 hours); BVE 2400Computer Technology for the Workplace (3 hours); ACE 2900Basic Theory in Vocational Education (3 hours); ACE 2950Basic Skills in Vocational Education (3 hours); and ACE 2960Intermediate Skills in Vocational Education (3 hours). The motion was seconded by Dr. Bauer. Dr. McGahee explained that he had discussed the proposed new course, BVE 1100, with Dr. Ken Stanley, Dean of the College of Business Administration, and that Dr. Stanley supported this course. Some minor suggestions were made about changing some of the course descriptions. The motion was unanimously approved.

Dr. Corbin moved approval of MUE 2000Educational Foundations of Music (3 hours); seconded by Dr. Swank. This course was being proposed to take the place of EDG 2000. Ms. Roberts expressed concern that MUE 2000 was not an appropriate substitute for EDG 2000. Dean Toth questioned the wisdom of isolating music education majors from the rest of the education majors. The motion was defeated by a vote of 1 in favor, 13 opposed, and 2 abstentions.

Dr. Ramsey moved approval of 54 courses at the 1000- and 2000-level from the Department of Health, Physical Education and Athletics; seconded by Dr. Gunter. Dr. Bauer made a motion to amend the motion that the course description for PE 2000Life Skills (2 hours) be changed to add the phrase "restricted to student athletes." The motion passed by a vote of 15 in favor, 1 opposed. Dr. Price questioned why HE 2000Health and Wellness for Life (3 hours) was being offered as a 3-hour semester course when it had been offered as a 3-hour quarter course. Dr. Ramsey explained that his faculty felt that the content of HE 2000 merited its being offered as a 3-hour semester course. Dean Toth also questioned the wisdom of offering HE 2000 for 3 semester hours of credit. He reminded Dr. Ramsey that HE 2000 was not specifically required by the Board of Regents for graduation and that if he attempted to get it approved as a 3-hour course that he might lose the course as a VSU requirement for graduation. Dr. Gunter moved that HE 2000 be removed from the remainder of Dr. Ramsey's packet and be voted on separately; Dr. Price seconded. The motion passed unanimously. The question was called on the remainder of Dr. Ramsey's packet, without HE 2000. The motion passed unanimously. Dr. Ramsey moved approval of HE 2000; Dr. Price seconded. The motion was defeated by a vote of 13 against, 3 abstentions.

Dr. Price moved approval of the Area F's for the B.S.Ed. programs in: History, English Education, Broadfield Social Science Education, Broadfield Science Education, Biology Education, and Mathematics Education; seconded by Dr. Swank. All of these Area F proposals, with the exception of Mathematics Education, will require EDG 2000, PSY 2700, and BVE 2400 for a total of 9 hours; the remaining 9 hours will be used for guided electives in the major area of concentration. Discussion followed about the calculus courses being included in the Mathematics Education program. Dr. Price amended her motion to withdraw the Mathematics Education Area F and vote on the remainder of her packet separately; Dr. Ducharme seconded. The motion passed unanimously. Dr. Price will take the Mathematics Education Area F back to her department for review and will submit it at the next Executive Committee meeting.

Dr. Ramsey moved approval of the Area F's for the B.S.Ed. program in Health and Physical Education, the B.S. program in Sports Medicine, and the B.S.H.F. program in Health Fitness; seconded by Dr. Bauer. Concern was expressed about the second Human Anatomy and Physiology course being dropped from the requirements for the B.S.Ed. program in Health and Physical Education. The motion was approved by a vote of 13 in favor, 1 opposed, and 2 abstentions.

Dr. Corbin moved approval of Area F for the B.M. program in Music Education; seconded by Dr. Bauer. Dr. Corbin amended her motion to put EDG 2000 in the Area F in place of MUE 2000. The motion was unanimously approved.

Dr. McNeill moved approval of Area F for the B.F.A. program in Art Education; seconded by Dr. Ramsey. The motion was unanimously approved.

Dr. Bauer moved approval of the Area F's for the B.S. and B.A. programs in Psychology; seconded by Dr. Gunter. The motion was unanimously approved.

Dr. McGahee moved approval of the Area F's for the B.S.Ed. program in Technical, Trade and Industrial Education; the B.S.Ed. program in Business Education; the B.S. program in Administrative Services; and the B.A.S. program in Technical Studies. The motion was seconded by Dr. Bauer. The motion was unanimously approved.

Dr. Ducharme moved approval of Area F for the B.S.Ed. program in Middle Grades Education; seconded by Dr. Bauer. The motion was unanimously approved.

Dr. Gunter moved approval of the Area F's for the B.S.Ed. programs in Special Education and Communication Disorders; seconded by Dr. Ducharme. The motion was unanimously approved.

Ms. Cotton moved approval of the Area F's for the B.S.Ed. programs in Spanish Education and French Education; Dr. Bauer seconded. The motion was unanimously approved.

Dr. Monroe moved approval of Area F for the B.S.Ed. program in Early Childhood Education; seconded by Dr. Bauer. Discussion followed about some of the courses listed for Area F have not actually been developed. After further discussion, Dr. Monroe withdrew her motion.

The next meeting of the Executive Committee will be Tuesday, November 12, at 9:00 a.m.

There being no further business, the meeting was adjourned at 11:30 a.m.
