The College of Education Executive Committee met on Thursday, June 6, 1996, at 8:30 a.m. in the Conference Room in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Bauer, T. Reed, Faber, M. Reed, Price, Swank, Morgan, Gunter, Ramsey, Ducharme, Dorminey, Johnston, Milbrandt, and Ms. Roberts.

Dean Toth asked department heads to remind all faculty to check their proof rolls carefully. There have been too many cases of grades needing to be changed the following quarter because a student didn't appear on the proof roll but yet attended the class; or a student who did not attend the class but yet whose name appeared on the proof roll and was never removed. Most of these problems could be avoided if all proof rolls were checked carefully.

Dean Toth reminded department heads again of VSU's policy about sexual harassment. Department heads were instructed to review the policy with their faculty members in a departmental meeting.

Dr. M. Reed moved approval of the COE diversity plan; Dr. Faber seconded the motion. Discussion followed about the question of whether we were approving an actual plan or simply approving the process of how to develop a plan. Dr. M. Reed amended her motion to approve the process of how to develop a COE diversity plan; Dr. Dorminey seconded the amendment. The motion passed unanimously. After a COE diversity plan is developed, the departments will be able to develop departmental diversity plans based on the COE plan.

Dr. Johnston asked for clarification about any existing policies on class attendance. For example, do professors have to take attendance in class, or don't they? Can professors establish some type of penalty system for not attending classes? Dean Toth noted that this was an issue about which a wide variety of policies existed. He felt that this issue needed to be given further, more in-depth study at a later meeting.

Dean Toth discussed the orientation sessions for freshmen to be held during the summer. These sessions will be held over a two-day period. The advising and registration phases of orientation will be held during the morning of the second day. After students are advised, they will be sent to a computer lab to register. Students will register directly by computer; using the Banner system, students will be able to tell if seats are available in a specific class. No longer will be there be "seats available" lists. For freshmen, there will be no need to make them "eligible." When these students are first entered in the computer system as new VSU students, they will be made "eligible" to register for classes. For these summer orientation sessions, the COE will use the labs in Rooms 120 and 122 (Vocational Education labs). Dean Toth also noted that he had spoken with Mr. Peacock about problems arising from allowing transfer students to attend these orientation sessions with freshmen. There are two separate orientation sessions scheduled for transfer students on June 25 and August 6. Both of these sessions are just one day in length. Dr. T. Reed will send a message on COEFAC explaining to faculty the process of how to advise and register transfer students.

Dean Toth announced that the orientation process for new faculty was discussed at the Deans' meeting held on June 5. Some changes will be made in this process for the upcoming year.

Department heads were reminded that the deadline for all new positions is Friday, June 7. The list of candidates to be interviewed is due in Dean Toth's office by Wednesday, June 12. Along with the list of candidates to be interviewed, department heads should also submit two copies of the candidates' resumes. Dr. Bauer raised the question of whether or not candidates had to meet with both Dr. Bailey and Dr. Benjamin. Dr. Toth stated that he would check on this and let department heads know.

Dean Toth distributed copies of the latest draft of the "Report on General Education Outcomes" from Dr. Tomberlin's committee.

Dean Toth announced that Dr. Joe Gaston (ECRE) had submitted his letter announcing his retirement at the end of this quarter. He also announced that Ms. Laura Majors (Dean's Office) had resigned.

Dr. Faber moved approval of a motion from the Department of Music requesting a waiver of the 120-hour limit in the undergraduate Music Education program; motion was seconded by Dr. M. Reed. Motion passed unanimously.

Dr. Ramsey moved approval of a motion from the Department of Health, Physical Education, and Athletics requesting a waiver of the 120-hour limit in the undergraduate Physical Education program; motion was seconded by Dr. Bauer. Motion passed unanimously.

Dean Toth reminded department heads that students could not be arbitrarily dropped from classes without being notified.

Dean Toth updated department heads on the "50 mile radius of VSU" policy. His understanding now is that this policy applies only to student teachers.

A luncheon for all retiring faculty members is being held today in the Magnolia Room of University Center.

Bids have been submitted for the satellite uplink. The bids have ranged from $400,000 to $600,000--these bids do not include the inside hookups and equipment which will be needed.

Dean Toth reviewed a list of special initiatives for FY97 which were announced by Dr. Benjamin:

_ $20,000 for international exchange

_ $5,000 for the Fine Arts Gallery

_ $25,000 added to the faculty development fund

_ $25,000 for the Center for Advancement of Teaching and Learning

_ $25,000 for establishing the leadership track in Instructional Technology

_ $40,000 for semester conversion

_ $10,000 for the P-16 initiative

_ $14,300 for the state-wide library

Announcements

_ The name change for the Department of Special Education and Communication Disorders was approved by the Board of Regents.

_ The M.Ed. program in Art Education was approved by the Board of Regents.

_ Dr. Milbrandt is asking for people to "pledge" for his bicycle ride benefiting Habitat for Humanity.

_ Ms. Roberts reported that more students had pre-registered for fall quarter than ever before.

_ Dean Toth reported that there was still no policy established as to how faculty could appeal salary increases.

_ A new air-conditioner chiller will be installed in the Education Center in August.

_ Dean Toth is still considering which department will be moved to the Continuing Education Building.
