The College of Education Executive Committee met on Thursday, January 4, 1996, at 8:30 a.m. in the Conference Room in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Dorminey, Ramsey, Gunter, Bauer, Morgan, Price, Ducharme, T. Reed, Faber, M. Reed, Ms. Roberts, and Ms. Teel.

Dean Toth distributed copies of the Board of Examiners report from our NCATE continuing accreditation visit in November. Dean Toth stated that he saw no major errors in the report, although he noted a few errors in factual information. The report will be put on the Internet for faculty to read. Dean Toth reported that the final reports on individual programs from the Professional Standards Commission (PSC) have not yet been received.

Dean Toth is examining the possibility of having the Education Center rewired for better transmission of voice and data. The anticipated cost for this rewiring is approximately $300,000.

Dean Toth has talked with Dr. Levy recently about needed increases in funding for the College of Education, particularly in the area of off-campus travel for student teacher supervision. In total, an increase of approximately $124,000 has been requested for the College of Education.

Department heads were asked to submit purchase orders for indirect costs of grants.

Dr. Price explained a problem which her department is experiencing with its SED 478 (Internship in Teaching) course. Several departments (Art, Music, Modern Foreign Languages, and Physical Education) use the SED 478 course for their students. Dr. Price explained that there were often students listed on the roll for this class who were unknown to her or to any of the faculty in the Secondary Education Department; therefore, a great deal of confusion often results from this practice. Dean Toth suggested that Dr. Price write to each of these departments and give them the choice of either developing their own internship course or laying out a set of procedures that each of the departments must follow if they want to continue to use the SED 478 course for their students.

Dean Toth reported that he had received notice from Public Safety that several doors had been left unlocked during the last few weeks. Department heads were asked to please remind faculty to lock doors if they are in the building working after hours.

Dean Toth welcomed Dr. Lena Morgan as the new acting head of the Department of Educational Leadership. Dean Toth reported that he had met with members of this department during the last few days to discuss several problems within this department, specifically (1) not meeting classes the full scheduled time, and (2) not giving final exams at the scheduled time. He explained that these practices had created morale problems within other COE departments and that they must be stopped. Department heads were asked to discuss these issues with their respective departments.

By January 15, 1996, faculty members should submit materials to department heads to be considered in their annual evaluations. Faculty evaluations are to be completed and submitted to the dean by February 15, 1996. In addition, department heads should complete a worksheet itemizing their accomplishments and submit it to the dean by January 15; Dean Toth has this worksheet on disk.

Dean Toth reviewed the Basic Skills Requirement Survey which was completed by department heads at an earlier meeting. All felt that a passing score on all areas should be required for entry into the teacher education program and that there should be one state-wide score for passing rather than allowing each institution to set its own score. There has been some discussion about using the Basic Skills Test in lieu of the Regents' Test. It is not felt, however, that the Board of Regents will approve this idea.
