The College of Education Executive Committee met on Thursday, February 29, 1996, at 8:30 a.m. in the Conference Room in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Ducharme, Ramsey, Gunter, M. Reed, Morgan, Price, Bauer, B. Campbell (for Johnston), Swank, Milbrandt, T. Reed, Dorminey, and Mr. Arbis. Dean Toth reminded department heads that when COE committees meet, every department should be represented. Departmental representatives are responsible for reporting on the activities of the COE committees to members of their departments. Dean Toth expressed some concerns about the operation of the campus post office- specifically, mail being delivered too late in the morning and too early in the afternoon. In the future, all COE mail will be delivered to the dean's office; the dean's office will be responsible for delivering mail to the individual departments. A work study student has been employed to work in the copying center. The hours of operation for the copying center will probably be extended; the new hours will be 8:00 a.m. until 7 p.m. Dean Toth expressed concern about the amount of paper disappearing, especially from the two student-operated copying machines in the building. Dean Toth estimated that approximately 100,000 sheets (200 reams) of paper were used last month that did not process through a copying machine. Dean Toth asked the members present who had attended the AACTE meeting last week in Chicago to report on their impressions of the conference. Dr. T. Reed reported that almost all of the sessions dealt with diversity, which was the theme of the conference, and that the meetings were very well attended. He will put descriptions of the sessions he attended on the Internet. Dr. T. Reed stated that one session he had attended had a good point made which may need to be a guiding principle for the College of Education. That point was "never do for people what they can do for themselves." Dr. M. Reed reported that she had attended a session about the NCATE Conceptual Framework conducted by faculty from Eastern Illinois University; Eastern Illinois has been working on its conceptual framework for the last eight years. Dr. Bauer thought that all sessions were excellent; he felt that a number of diverse groups were well represented at the conference. Dr. Dorminey attended the ATE conference held last week in St. Louis; she stated that this conference somewhat followed the same theme as AACTE. Next year's AACTE conference will be held in Phoenix; the theme will be "Leadership for Transforming the Profession." Applications for presentations are available in the dean's office. Budget amendments are due by March 29. Dean Toth circulated a copy of the new Alumni Questionnaire, developed by the Office of Institutional Research and Planning. The new questionnaire is in a booklet format; hopefully, this new format will increase the response rate. Dr. M. Reed expressed a concern about the need for Dr. Crowe's office to gather input from the various colleges about ways to improve the scope of the questionnaire to make it useful in providing information for program improvement. Dean Toth circulated a report showing the productivity of the faculty in the Department of Special Education. Dean Toth has completed the annual evaluations for each of the department heads. Each department head will receive a copy of his/her evaluation by the end of the day. Department heads should schedule an appointment with Dean Toth by Wednesday, March 6, at 1:00 p.m. in order to discuss their evaluations. Dean Toth announced that it looked as if the Georgia Legislature would approve the state budget with the recommended 6 percent faculty raises in it. Department heads should begin considering raise recommendations for their faculty. Dean Toth will get copies of current faculty salaries to each department head. Dean Toth stated that there is still a problem with some rooms which need to be opened in the morning. He will check with the Office of Public Safety about this situation. Dr. Ducharme gave an abbreviated version of her presentation which she had made at AACTE. The presentation dealt with the use of portfolio assessment and its value in program improvement. Currently, the MGE Department uses the portfolio approach for its comprehensive examinations; they plan to move to an electronic portfolio approach in the future. The MGE faculty have started to assemble their own portfolios; some of the areas being included are: advising, departmental service, field supervision, professional performance, reassigned time, teaching, etc. A discussion followed about a need for training for pre-service teachers in portfolio development. Dr. Swank discussed the work of the committee on which he is serving dealing with transfer policies. He stated that it would be about another two weeks before his committee would make final recommendations to the Board of Regents.
