The College of Education Executive Committee met on Thursday, December 5, 1996, at 8:30 a.m. in the Conference Room in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Ducharme, Dorminey, Monroe, Gunter, M. Reed, Price, Swank, T. Reed, and Ms. Roberts. Dean Toth distributed a copy of a booklet entitled "Program Review and Education Quality in the Major" to each department head. These booklets were supplied by Dr. Benjamin. Dean Toth distributed copies of the listing of the sites available on the Board of Regents' HomePage. Dean Toth reminded department heads of the need to have faculty complete forms for re-assigned time. These forms must be completed for each faculty member for every quarter in which the faculty member is teaching less than 15 hours. The request for re-assigned time must be approved by the department head and the dean. Some faculty members may opt to teach 15-hour loads each quarter rather than request re-assigned time; these faculty members will be at a disadvantage, however, for promotion, tenure, and merit pay increases. Dr. Reed will e-mail each department head a copy of the current re-assigned time form. He requested input into ways to improve the form. Departmental budget requests for FY98 are due to Dean Toth by December 11. Department heads will be given disks to use in preparing their budget requests. Dean Toth requested that department heads submit to him a list of non-tenured faculty members in their departments who should receive a contract for the 1997-98 academic year. This list is due to Dean Toth by December 16. The 19 COE positions advertised for the 1997-98 academic year should appear in next week's Chronicle of Higher Education. Dean Toth announced that a public hearing sponsored by the Department of Education will be held on Monday, December 9, at 7:00 p.m. in the Magnolia Room. The meeting will deal with the raising of school standards as a result of the University System's increase in admission standards. Dean Toth has asked Ms. Teel to set up a meeting with him, Drs. McGahee, Monroe, and Bauer to discuss COE external degree programs. Dean Toth reported that the University System registrars are proposing a systematic course numbering system. This system will require four-letter course prefixes and five-digit numbers. This proposed system has not yet been adopted, however. All of the 1000- and 2000-level COE courses will come before the Academic Committee on January 13 for approval. Drs. McGahee, Ramsey, and Bauer should plan to attend this meeting. Dean Toth requested that department heads turn in disk copies of their departmental Area F's by December 11. As a result of semester conversion, all university programs will undergo a review process by consultants outside the university. Dean Toth announced that the COE programs will be reviewed by Sam Hines and Carol Schneider. The Executive Committee will meet on December 12 to discuss the semester conversion process as it pertains to COE graduate programs. Dean Toth reminded department heads that the university is moving to "paperless" invoices for student fees. Students will no longer get a printed invoice fee form. Dean Toth announced that the decision had been made not to pay for the costs associated with the COE department heads' fall retreat. It will be necessary for Dean Toth to pay these costs out of his discretionary account. Dean Toth announced that a silent auction will be held tomorrow night for some of the paintings of the late Lee Bennett. Proceeds from this auction will be used for funding a scholarship in the Art Department. Ms. Bennett was formerly a member of the Art Department. Dean Toth asked department heads to make sure that all faculty members were well aware of the e-mail from Dr. Benjamin concerning the problem of giving final exams early.
