The College of Education Executive Committee met on Thursday, August 8, 1996, at 8:30 a.m. in the Conference Room in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Dorminey, Ducharme, Ramsey, Gunter, Johnston, T. Reed, Swank, M. Reed, Price, Bauer, Ms. Roberts and Ms. Teel.

Dean Toth distributed the first departmental budgets for FY 98. Departments will no longer receive year-to-date reports on budgets--only monthly reports. A final report on each department's faculty and salaries for next year is not yet available.

Dean Toth reminded department heads of a memo from Auxiliary Services about faculty telephone listings in the campus directory. Faculty must notify Auxiliary Services if they do not wish to be listed in the directory.

Dr. Swank reminded department heads about the new waiver policy for student fees. Students who are completing student teaching/internships outside the 50-mile limit will be exempt from these fees. If students, however, are completing an internship outside the 50-mile limit and taking a course on campus, the waiver does not apply.

Dean Toth reminded department heads about student employment rules. Students may be employed through only one funding source at the institution. In other words, a student can't work both as a student assistant and as a work-study student. This rule applies to graduate students also. A meeting about student employment has been scheduled by the Student Employment Services Office for August 15; department heads were asked to have their secretaries attend.

Dr. Candy Norton has resigned her position at the Professional Standards Commission and is now Director of Personnel for the Clarke County School System. Dr. Bob Driscoll is leaving Kennesaw College and is taking a position with the Professional Standards Commission as head of the Program Approval Division.

Dean Toth announced that he will begin interviewing applicants to take Henry's place as operator for the Copy Center when he leaves on October 1. Operating procedures for the Copy Center have been revised and will be distributed to the COE faculty.

Dean Toth reviewed the status of vacancies within the COE. Vocational Education is currently trying to fill a grant position; Psychology is trying to fill Dr. Wilson's position; there are still vacancies in Early Childhood. The search for department head in Educational Leadership has been cancelled. Dean Toth has asked Dr. Morgan to continue serving next year as acting head; Dr. Morgan has agreed.

Dr. M. Reed reported on the SACS visit for review of the doctoral program. Dr. Ernestine Clark has been named chair of the SACS Accreditation Committee. Other members of the committee have yet to be appointed. An advisory committee for the doctoral program is being appointed. Data which is needed for the SACS visit is being gathered.

Ms. Roberts discussed the most recent transfer orientation. All future transfer orientations will be held in the Magnolia Room at University Center. Ms. Roberts asked for feedback from all faculty about ways to improve the process. Dean Toth commended Ms. Roberts about the improvement this process has undergone since she has been in charge of it.

Ms. Roberts also announced that new faculty will be given Banner training on September 9, from 2:00 p.m. - 4:00 p.m. in Room 262. As this is the first week back on campus, Dr. T. Reed questioned the wisdom of adding this to the first week's activities. It was pointed out that new faculty members from the previous few years have expressed concerns about there already being too many activities to accomplish during the first week. Dean Toth will look at the possibility of scheduling the Banner training on a different date.

Dean Toth discussed the meeting of the American Association on Higher Education Summer Academy on Quality Education in Colorado last week. There were 28 institutions in attendance. VSU was represented by: Vice President Benjamin, Dr. John Oliver, Dean Tom Dasher, Dr. Pam Hertzog, Dr. Ron Barnette, and Dean Toth. While at the meeting, Dr. Benjamin asked for input from the VSU group about issues which needed to be addressed at VSU. Some of the suggested issues were: P-16, semester conversion, general education, teaching and learning center, program evaluation and student assessment, retention, freshman orientation, developmental studies, and core curriculum. It is Dr. Benjamin's intention to address some of these issues during the next year.

Dr. M. Reed distributed copies of the DRAFT COE Strategic Plan. Department heads were asked to review the plan; it will be discussed further at a future meeting.

Dean Toth is waiting to hear whether his proposal for a COE Executive Committee retreat has been approved; the proposal has been sent to Mr. Brignati. If approved, the retreat will take place at St. Simons on September 4-6. Dean Toth asked department heads to submit a list of possible topics to be discussed at the retreat. The final agenda for the retreat will be discussed at the next Executive Committee meeting.

Dean Toth announced that even with the Department of Psychology, Counseling and Guidance moving out of the Education Center, space will still be at a premium. Dean Toth expressed his appreciation to the Psychology Department for its cooperation in making this move.
