The College of Education Executive Committee met on Thursday, September 28, 1995, at 8:30 a.m. in the Dean's Office in the Education Center with Dean Toth presiding. Members present were: Drs. McGahee, Ramsey, Wylie, T. Reed, Johnston, Ducharme, Hertzog (for Dorminey), Bauer, Price, Faber, Gunter, M. Reed, Ms. Teel, and Ms. Roberts. Guests: Mr. Don Parks and Ms. Beth Hand. Dean Toth reminded department heads that the final list of part-time faculty for fall quarter was due in his office. A candidate for one of the research positions in the doctoral program, Dr. John Slate, is on campus interviewing today. Dr. Slate is from Arkansas State University. Dean Toth commented on the pre-NCATE visit on September 25 with Dr. Shadiow. Dr. Shadiow has chaired two continuing accreditation visits. Dr. Shadiow complimented the COE on being so well organized so far ahead of the visit in November. She was also impressed with the technology found in the COE. Dr. T. Reed announced that at their meeting on Tuesday, October 3, the COE department heads will discuss the interview process to be used during the NCATE visit. The NCATE team will spend a great deal of its time interviewing both faculty and students during the two days spent on campus (November 13-14) to document our continuous improvement. Dr. T. Reed encouraged department heads to remind all faculty to be familiar with the 25-page continuing accreditation report which was sent to NCATE. Each faculty member was given a copy of the report during the COE faculty meeting on September 12. Dean Toth has received the list of the team members from the Professional Standards Commission who will be in the COE at the same time as NCATE reviewing specific program areas. He will send a list of the team members to department heads in the next day or two. Dean Toth passed out a proposed mission statement for the College of Education. He asked for input from the department heads; several changes and/or additions were suggested. In addition, the mission statement will be put out on COEFAC in order to solicit input from the faculty. Mr. Don Parks requested changes in the Co-op program to the Executive Committee. The changes primarily consisted of adding two new courses--COP 101 (Introduction to Cooperative Education) and COP 499 (Applied Research Project in Co-op Work Experience). In addition, revisions were made in two existing courses--COP 300 and COP 301. These requested changes also included a proposal to enable students to earn one of two separate awards in the Co-op program: (1) the Certificate of Cooperative Education, and (2) the Diploma Seal of Advanced Cooperative Education. Overall, these changes will enhance the academic component of the VSU Cooperative Program. The requested changes were passed unanimously. Dean Toth passed out library allocations for each department for the current academic year. He stated that funds earmarked for the new doctoral program were going to be used to purchase electronic databases. Dean Toth passed out a draft copy of Technology Goals for the College of Education. He asked department heads to supply feedback to him on this document. In addition, the document will be reviewed by the COE Technology Committee. Dean Toth announced that he plans to meet with Dr. J. Hertzog to discuss plans for faculty development within the College of Education. Dean Toth also asked department heads to encourage their faculty to continue applying for the faculty development funds provided by the university. Dean Toth announced that VSU was one of eight University System institutions to receive a Coca-Cola Foundation Grant. Funded through the College of Education, this grant provides $110,300 for enhancing student learning in the area of classroom technology in collaboration with Lowndes and Valdosta High Schools and faculty in the College of Arts and Sciences. VSU's was the largest grant awarded. Dr. McGahee moved approval of two new courses in the Department of Vocational Education--BVE 343 and BVE 643 (Applied Educational Computing). The motion was seconded by Dr. Bauer. These courses will serve as follow-up courses for BVE 240 and BVE 540. They are specifically designed to provide students with more advanced training in using technology to develop instructional materials in specific teaching areas. The motion was passed unanimously. Dean Toth discussed the process of admission to teacher education in the College of Education. He stated that Dr. Swank will meet with each department at a departmental meeting to explain how the process works. Dean Toth also announced that, starting winter quarter, student teacher placements will not automatically be made for students simply because they have submitted a student teaching application. Dr. Swank will compile a list of students who are in danger of not having the required grade-point average of 2.5; these students will be sent a letter telling them that their student teaching placements will not be made until that quarter's grades have been received. Both of these issues will be discussed further at a future meeting when Dr. Swank is present. Dean Toth gave out a draft copy of "Revised Guidelines for Approval of New Programs" from the Board of Regents. Dean Toth would like feedback on this document by October 10. Dean Toth re-emphasized Vice President Benjamin's concerns regarding: (1) well-organized and complete syllabi (including the ADA statement) should be given to students, (2) faculty should have office hours posted, and (3) grades of any type, either final course grades or test grades, should not be posted. Requests for new positions are due from department heads to Dean Toth by Friday, September 29. Dr. McGahee reported on the meeting held by the Business Office dealing with the budget process. A new budget amendment form has been developed; department heads should contact Jan Fackler in the Business Office to get copies of this form. Department heads should watch their budgets carefully to be sure that accounts are not overspent. Dean Toth stated that space is still a problem in the Education Center, and he is working to alleviate the problem. Furniture for new faculty is on order. Announcements - Ms. Roberts announced that she will send folders of students admitted to teacher education to the departmental offices in the next few days. - Dean Toth will be out of town at a Professional Standards Commission meeting next Thursday.
